Since P2PAE was originally hatched, the problem of certain forms of online-mediated abuse has become more noticeable -- as has the fact that too many admins either don't understand or actually support this abuse to some degree, for whatever reason.

P2PAE allows users to collectively keep abusers out, without relying on admins to take action.

To some extent it does rely on admins to have installed software that supports P2PAE, and to have enabled the option, but in many cases it should be possible to build subsystems outside the social network which enable some degree of P2PAE within it. The more open the social platform is, the more useful this will be.
