Range Voting (RV) means that the "voting" is on a scale that includes both negative and positive numbers. Tentatively, -10 to +10 is enough resolution to start with.

For more information about RV, see Issuepedia -- but basically, RV allows the smallest amount of aggregate difference between {what individuals want} (in this case, how they feel about other users) and {the decision that is made by aggregating their votes} (in this case, the ratings assigned to other users).
